NA Standing Committee on State and Legal Affairs Endorses Initiation Envisaging Amendments to the Electoral Code

At April 1 extraordinary sitting, the RA NA Standing Committee on State and Legal Affairs in the second reading debated and endorsed the revised draft law on Making Amendments and Addenda to the Constitutional Law on the RA Electoral Code authored by the deputies Arman Babajanyan, Sergey Bagratyan, Vahagn Hovakimyan and Hamazasp Danielyan, by which it is envisaged to reform the proportional electoral system - the opportunity of holding elections by the territorial electoral rolls.

The key rapporteur informed that the bill was revised during the period from the first to the second reading, particularly the amendments to holding elections were removed in conditions of pandemic. We note that it was proposed to define legal bases by the bill passed in the first reading, which would allow to hold elections corresponding to the special rules in case of establishing quarantine in the areas of the republic.

As mentioned, the co-rapporteur Arusyak Julhakyan, only the amendments referred to the abolition of the rating electoral system remain in the draft law.

The Deputy Minister of Justice Kristinne Grigoryan presented the positive opinion of the Government. She clarified that the provisions on voting by mobile boxes were removed in the inpatient medical facilities, which were in the bill, debated and adopted in the first reading.
